Rationale and Purpose of the Module:

The aim of this module is to provide students with marketable and transferable competencies to make an effective contribution when planning, managing, monitoring and evaluating health services, policies, programmes, projects and initiatives. Students will acquire knowledge, skills, and abilities to effectively apply major monitoring and evaluation frameworks, methods, models, and approaches for evaluation in different contexts.

Syllabus:

This module will cover the following contents areas: Principles of health economics and economic evaluation; Health programme planning, development, monitoring and evaluation; Health policy evaluation; Health financing; Health targets and indicators; Health information systems.

Learning Outcomes:

On successful completion of this module, students will be able to: - Develop appropriate evaluation designs and methods. - Develop and use monitoring and evaluation frameworks, indicators, and tools. - Evaluate public health strategies, policies, programmes, projects, interventions, or services. - Perform stakeholders mapping and analysis. - Use monitoring and evaluation data to track progress and make decisions. - Write proposals, reports, communicate, and disseminate monitoring and evaluation information.

Affective (Attitudes and Values)

On successful completion of this module, students will be able to: recognize the different roles of project leaders, sponsors, stakeholders and project team members and their multiple perspectives; acknowledge their roles and responsibilities in managing, coordinating, and advising on the evaluation of real-world health policies and programmes; apply analytical, critical thinking and decision-making skills; demonstrate an understanding of the importance of communication and advocacy to reach goals, promote and deliver results.

How the Module will be Taught and what will be the Learning Experiences of the Students:

This is a five-week competency-based module. It will be delivered on-campus through a mix of case studies, on-campus lectures, classroom-based workshops, teamwork projects, and individual projects. Students will engage with fellow learners and tutors in classroom-based workshops and group assignments. All the lecturers involved are experienced researchers who will draw from their research expertise to develop and facilitate a transformative learning experience where students will learn from each other and will be guided to apply the concepts learnt in lectures to specific real-life case studies that address several UN SDGs. The plurality of disciplinary backgrounds and nationalities/cultural backgrounds of lecturers and students, as well as the participatory learning approach employed during workshops and tutorials will enable the implementation of a flexible, inclusive, active, and applied teaching and learning approach. The learning experience will be technology-enhanced using Brightspace and various software packages and tools. Major focus will be placed into the provision of specific feedback to students to foster a flexible and agile learning experience through ongoing reflection of strong points and areas where improvement is needed.
