Syllabus:

A history of overseas development assistance since 1945 NGOs and foreign aid: historical perspectives. Forms of aid: bilateral and multilateral; emergency and developmental Foreign aid: intentions, motives, objectives and justifications The effects of foreign aid Foreign aid and conditionality Foreign aid and budgetary support to governments: implications and consequences Irish Aid and Irish NGOs: case studies

Identify the key features of foreign aid programmes Situate the practices of overseas development assistance in their historical and political context. Describe current debates concerning the intentions, impact and modalities of foreign aid programmes. Evaluate the successes and failures of aid programmes using appropriate criteria. Demonstrate an awareness of the different ways to evaluate aid programmes. Design and deliver verbal and graphic presentations of complex material condensed and clarified.
